You could tie the desirableness of an aggressive move into an adjacent tribe's territory to the appeal of the tiles the target tribe possesses close to the invading tribe's. Historically, the most frequent invasions were into low-lying fertile plains, like the fertile crescent and north Indian plain, while nearby tribes in nearby mountains and deserts would hang around for thousands of years without being conquered properly. Steppe and hill populations are also the ones that tend to invade and conquer those fertile valleys, so perhaps the disparity in appeal between their own tiles and the prospective tiles could be an additional aggression modifier.
